Free-agency guide: Raiders

Biggest needs

Wide receiver: Derek Carr averaged 9.4 yards per completion as a rookie, the third-lowest average in NFL history (minimum 400 attempts) -- ranking behind only his brother David Carr from 2006 (9.16) and Joey Harrington from 2003 (9.32). Oakland needs to add a big-play receiver to help their young quarterback. Like his game or not, Carr deserves better than James Jones as his top target. Most of Oakland's other wide receivers are entering some form of free agency, so there are going to be a few job openings.
